Le malaise s’empare de Lyon suite à une série de meurtres mystérieux. Malgré les efforts de la Police, un assassin insaisissable, tue des citoyens de tous bords. Leur point commun : soupçonnés d'actes graves, ils ont échappé à la justice. Bientôt, la presse, une partie de la population et même des policiers en viennent à le nommer « Le Justicier ». Une commissaire locale fatiguée, et une profileuse parisienne, un peu trop sûre d’elle, vont tout faire pour que les masques tombent. Justice contre vengeance.
